The Department of Informatics (IFI) is one of nine departments belonging to the Faculty of Mathematics and Natural Sciences. IFI is Norway’s largest university department for general education and research in Computer Science and related topics. The Department has more than 1800 students on bachelor level, 600 master students, and over 240 PhDs and postdocs. The overall staff of the Department is close to 370 employees, about 280 of these in full time positions. The full time tenured academic staff is 75, mostly Full/Associate Professors.

About the position

The University of Oslo is looking for a DHIS2 Expert Implementer who is passionate about assisting countries and organizations in implementing high quality health information systems. DHIS2 is a free and open source software platform for the collection, management, analysis and use of data and information. The platform has become a global standard in international development and has a huge impact on how developing countries manage their information systems. Globally, Doctors Without Borders, International Medical Corps, Norwegian Refugee Council, Population Services International, Save the Children and many other non-governmental organizations have utilized DHIS2 to manage their routine data.

The DHIS2 Expert Implementer will support a portfolio of work that includes configuring DHIS2—aggregate, event and tracker—providing technical support to countries adopting these configurations, and contributing to the creation and updating of the accompanying packages, including the development of guidance materials; documentation; training databases and curricula, etc.

This is a senior-level position, and significant prior experience with DHIS2 implementation work is required. This opening is for up to two positions, and is permanent with external financing.

About the research group

The Health Information Systems (HISP) research group focuses on understanding and influencing the evolution of large-scale, complex information infrastructures, through empirical analysis and design interventions. The group is considered amongst the most prominent research groups globally in the domain of Information Technology for Development (ICT4D) and Health Information Systems in the developing world. We are also responsible for the development of the open source based DHIS2 platform, implemented as health information systems in more than 72 low- and middle-income countries.

Our existing research portfolio is based on qualitative, empirical studies of work and organizational processes related to digital technologies, specifically digital platforms in the health sector. The group is currently involved in a number of externally funded research projects related to global health and health information systems in developing countries. We collaborate closely with a range of global partners, including among others NORAD, WHO and UNICEF.

Job decription

  • Serve as a technical lead for implementation activities of DHIS2, including travel and in-country assistance as needed.
  • Assist with the creation and adaptation of toolkits, training and demo databases, curricula and learning packages;
  • Work directly with software developers and product management teams on priority setting and roadmap planning.
  • Assist in the development of implementation activities and timelines.
  • Other duties as assigned.

Qualification requirements

When evaluating applicants, weight will put on documented experience and qualifications in the following areas:

This position requires:

  • Master’s degree in a related field (MPH, MCS, etc.), or equivalent experience.
  • At least five years’ experience in providing technology-related support for public health and/or international development.
  • In depth experience configuring / implementing the DHIS2 platform.
  • Significant experience with evaluation, assessments, and research on health information systems.
  • Good knowledge of scripting and use of Web APIs.
  • Significant field experience supporting and managing projects in developing world settings.
  • Experience working with the international donor community and international public health organizations.
  • Excellent writing, communication, and organizational skills.
  • Fluency in English and functional proficiency in French.
  • Ability and willingness to travel internationally as needed.
  • Eligible for employment in Norway.
