The Department of Law and Governance has a position open for a postdoctoral researcher for the project Reconnecting citizens to the administrative state? (ReConnect). The project begins on November 1, 2020, and runs for two years. The position covers the full project period.

The ReConnect project

The ReConnect project’s main theme is the role of the administrative state in democratic governance in an age where citizen trust and state-citizen connections have declined. Over the past two decades, a rise in citizens’ disillusionment with the administrative state has been linked both to the rise of populism and demands for more majoritarian policies, and to demands for policies designed for specific minority groups. In both cases, the result has been disillusionment with non-majoritarian public administration and calls for more responsive state institutions.

The project will investigate both the causes of decline in trust, and political and administrative responses. It aims to establish a sustained European collaborative research agenda on the administrative state and initiatives to re-connect citizens with the state, and produce world-leading academic and high-impact practice-related publications to contribute to advance understanding of the administrative state in Europe and provide for recommendations for policy innovation. The partners include the London School of Economics and Political Science, King’s College London, Leiden University, and Institut Barcelona d’Estudis Internacionals.

The tasks of the Post Doc

The project approaches the administrative state from the constitutional, regulatory, enabling, consumer-protecting, and consulting administrative state, each of which is the subject of one work package. BI is the lead institution for the constitutional administrative state work package, but the Post Doc position involves work across all the work packages, in collaboration with the four other partners. Interest in working across these connected work packages within a unified comparative framework is therefore essential.

The work will include both analysis of publicly available data (Eurobarometer) and existing datasets (including data from the Comparative Manifestos Project), and collection of new data. The project will conduct (approximately four) focus groups in the countries involved in the study, covering the five above-mentioned dimensions of the administrative state, as well as interviews perception and institutional change in the five different administrative state dimension; and collect new data on changes in the formal and informal institutions of administrative agencies. Each country team will play the role of country experts, and conduct interviews and gather data for both their own work package and other work packages. The work therefore requires fluent command of Norwegian (or Danish/Swedish) and English.

The Department of Law and Governance has an ambition to increase its impact both nationally and internationally. The Department is responsible for courses at Bachelor, Master of Science, MBA and Executive Level and is currently home to about 40 full-time academic faculty and 5 PhD students. The Department has recently established a Center for Center for Sustainability and Energy, which promotes sustainable development through research, teaching and active cooperation with other academic institutions, the business community, governmental bodies and NGOs.

Qualifications and application procedure

We are looking for a candidate with strong research capabilities and the ambition to advance the field with publications in top international journals. The candidate should demonstrate solid teaching skills. Practical experience from private or public practice is also highly valued. Applicants must have completed a PhD degree by September 1, 2020.

The position offers membership of the Norwegian Public Service Pension Fund.

BI will place emphasis on whether applicants have cooperated with the business sector and/or the public sector, including R&D work, research dissemination and research-based advisory services. Weight will be attached to international work experience in the field of economics and business administration.

The project proposal will be evaluated by the Department Council. Applicants may be called for an interview or seminar presentation. The position will only be filled if qualified candidates are identified.
